Rule 203 identifies the requirements for a player to try out for an ODP program for a state association in which the player does not reside. The first requirement is that the player must be rostered to a team within that other state association. A player that meets the rostering requirement is allowed to request permission from the two associations to try out for the other state ODP program. The state associations are not required to grant permission.
Rule 203 also states that a player may only tryout for the ODP program in one state association.
